External Affairs Manager  

Reports to:       Director of the South Carolina Service Commission 

Level/Status:    Management - Full-time; exempt 

In compliance with the Fair Labor Standards Act, this position is classified as an exempt position and the employee is not eligible for overtime. Some evening and weekend hours are required.


Supervises:       N/A now, with the potential to manage AmeriCorps members, and/or  

    contracted staff 

Hiring Range:  $40,000 - $43,000

Key Function/Purpose of Position:    

The External Affairs and Disaster Services Manager will assist in conducting activities that fall under the mission of the South Carolina Commission for National and Community Service. Specifically, the position will implement strategies to increase Commission brand awareness, and lead all disaster response support functions.   


UWASC Responsibilities:

  • Along with other members of the management team, ensure implementation of the organization’s strategic plan 
  • Support the growth objectives and daily operation of the South Carolina Commission on National and Community Service / South Carolina Service Commission (SCSC) 
  • Assist AmeriCorps grantees with development and implementation activities throughout the state of South Carolina 
  • Work as a team with Commission staff to accomplish broader goals of the SCSC and UWASC 
  • Develop and maintain partnerships with the national service community 


Specific Duties:

External Affairs  (Estimated 85% of time)

  • Steward the South Carolina Service Commission’s Communication and Marketing efforts 
  • Design & Purchasing Branded Promos, Signage 
  • Brand Campaigns and Community Engagement  
  • UWASC Website development and maintenance 
  • Responsible for capturing the essence of AmeriCorps in photos and other digital media for promotional materials. This includes travel to programs to compile stock photos.
  • Draft and implement a social media annual calendar– responsible for social media engagement and content development 
  • Primary platforms: Instagram and Facebook 
  • Coordinate Brand Ambassador Schedule and the Annual Member of the Year Award 
  • Design & Update Branded Documents & Templates 
  • Alumni & Commissioner Engagement 
  • Strong ability to communicate our brand and tell the National Service story to intergenerational audiences  
  • Attend and present at recruitment events such as career and college fairs 
  • Draft and Publish Press and Media Releases  
  • Governor and Mayoral Proclamations  
  • Foster relationships with media contacts to air PSA, maintain contracts for Billboard recruitment campaign, and other campaigns as they arise. (Primary contacts: TV, Billboard, and print)


Disaster Services   (Estimated 10% of time)

  • Assist Director in streamlining workflows, updating policies and procedures and other support as it relates to Disaster Response 
  • Serve as liaison between Emergency Management and CNCS Disaster Services Unit (Coordinate NCCC and A-DR Serve in a leadership role during a disaster; serve as primary liaison for the Commission to South Carolina Emergency Management Division and CNCS

  • Volunteer Chair on South Carolina Voluntary Organizations in Response to Disaster
  • Maintain Galaxy Digital Account  
  • Collaborate with other states through the network of America’s Service Commission to identify best practices for Commission involvement in disaster response; Respond as needed/requested in support of other States in response 
  • Collaborate with the Disaster Services Unit of CNCS to identify best practices for Commission involvement in disaster response 
  • Participate with other Commission staff in local, state, and regional AmeriCorps trainings and events 

Other (Estimated 5% of time)

  • Serve as a constant ambassador for AmeriCorps South Carolina  
  • Attend trainings, meetings, and events required by CNCS and the SC Service Commission 
  • Support the United Way Association’s Board of Directors and Commissioners with reports, training and development as needed 
  • Coordinate special initiatives supported by CNCS, Commissioners, or the UWASC Board of Directors 
  • Support other Commission committees as assigned 
  • Contribute to the achievement of measurable goals and objectives for the SC Service Commission 



  • Bachelor’s Degree or higher 



  • 1-3 years of successful work experience of similar responsibility and complexity 
  • Previous participation as a member or staff in a National Service program such as AmeriCorps, VISTA, or Peace Corps is preferred 
  • Demonstrated oral and written communication skills 
  • Past experience coordinating events and/or trainings 
  • Ability to work with volunteers, committees and board members in the implementation of strategies, plans and projects 
  • Successful track record of managing multiple projects 
  • Canva and or Adobe experience strongly preferred  

Additional Information:

In addition to our role as the state-level professional association for 25 local United Ways in South Carolina providing training, technical assistance, and policy advocacy, UWASC serves as the legal and fiduciary authority for the SC Commission on National and Community Service and SC 2-1-1.  In those roles we maintain multiple MOU’s with diverse partners throughout the state. It is reasonable that as a member of our team, this position will have contact and interaction with all aspects of service provided by UWASC. Work shifts may vary with some extended hours due to crisis or disaster situations.
